My father in law had a 4.0 wrangler with a 150@ ish lb pup and he really felt like it struggled, both in power and in handling....his had 33's though so that impacted performance for sure.
I had an 87 wrangler and pulled a 2200 ish lb boat and trailer and it did fine...I had a 4.2 inline 6 I believe though. Mine was NOT lifted nor did it have oversized tires.
So, depending on the set up of the wrangler the answer may be maybe.
