The '99 Wrangler is rated to tow 2,000 lbs BUT with the short wheelbase in some situations it could be "fun". In the 2011 models Jeep added sway control to the firmware when the Wrangler is factory equipped with the tow package to help with this. From what I can tell on my 2011 the firmware can detect a sway situation long before i can in the seat of my pants.
