Conflicting information in my E350 owners manual

I agree 100 percent i'm not telling when the vehicle is brand-new, and even taking it gently for the first few hundred miles of towing after that.
I just find it odd that on the same page it would suggest two different Max speeds during the first 500 miles of towing.
It's all kind of Irrelevant anyway, as the truck now has 173,000 miles on it, but I just can't imagine why it would be suggested not to tow after each fluid change.
