IMO. anyone towing over 3K lbs. should be required to have a towing endorsement on their DL. How that would be implemented, I don't know but we need to get some of this foolishness off the road.
In my area it's boats, boats, boats. The newest combination is a Lexus crossover SUV (360?) with a Mastercraft ski boat on the hitch. Or a Trailblazer with a 30' cabin cruiser. That one, I walked right up to the guy's rig while he was fueling at the pumps and started snapping pictures.
I think some of these folks see others pulling a trailer and since they have an SUV, assume that pulling anything is OK. They just aren't knowledgeable about the weight and physics involved.
