I doubt that much of the noise is from the exhaust!! The 7.3 and 1st and 2nd gen Cummins are naturally noisy due to the single event combustion.
You will get over it once you tow with it.

You want noisy?...................how about a 94-97 Cummins! these were as noisy as they come!

Remember my neighbor buying a new 96 Ram 2500 Cummins! He started it up and it sounded as loud as his big Kenworth (Cummins) log truck.
To the OP, the older diesels are just clatter boxes, it is the single event combustion, mechanical injectors and mechanical injection pumps.
I plug in my block heater at about 40 degrees, not for ease of start, to keep the noise down and the neighbors happy. This engine has started at about 5 degrees no issues.
Best you can do is add extra insulation and sound killing materials to the floor and firewall.
