It isn't the steel that is the problem. It's the adhesion of the rubber to the steel - and that's a rubber chemistry/ tire construction problem. One of the solutions is the use of nylon cap plies. Not only do they reduce the amount of growth due to centrifugal forces, they also spread out the stresses over a larger volume.
