I suspect the OP already has been to their DMV and has been rejected.
Much of the modern software the DMV uses are designed to take the current VIN numbers, older trailers (and autos) built before the standardized VIN will have a serial number. This can cause a lot of problems.
Some states DMVs can create a new VIN, some states may require you to go through the reconstructed/special construction way of titleing..
OP may wish to visit a different DMV center, may get better results, not all DMVs have this experience.
