Click on "edit" and you will see what I did. You can just put that in when you make a picture post. Your picture was 1024x768. The other alternative is if you use the picture posting icon, just put 640 or any other smaller number in the "width" box under the picture URL box. Leave the "height" box empty as the forum software will then size the picture correctly.
