Yes, it needs to be full.
I've done a LOT of tinkering with the Honda EU gens. Making your own extended run set up is SUPER easy. So is your own Parallel Kit.
Most people don't know this, but because the bottom of the built-in tank is lower than the carb, there is a very small fuel pump on them. Because of this, it's very easy to set up an extended run tank because the fuel pump will create a suction aka, siphon, and as long as you have a sealed cap and hose on the honda gen going to another tank, you're set, it will siphon.
ANYTHING will work for the second tank - just a sealed lid with a hose going to any normal tank with a vent/air inlet. The fuel pump can create enough suction for about 1 to 2ish feet of siphon lift.
