I would like to install an additional 110 Volt outlet as indicated (on the step to the bunk. I am assuming that I can access 110 Volts behind my fuse panel, but I'm not sure where to tap in I'd like...

All closed up but I can explain it better than it would show. In the picture showing under the step to the bunk, I could see that the leftmost Romex was serviced by a 15 amp breaker which is what I needed. As close to the middle of what was relatively free, I spliced in the cable that would eventually lead to the new outlet. Connected everything with wire nuts and secured with tape. If you'd like, I could sketch out a diagram.
