My F-350 is rated at 9,900# and it weighs about 7,700# empty. The diesel engine isn't light. Putting a 2,900# camper on it (wet) takes me to 10,600#. If I add 500# plus people I'm way over the gross weight. The last truck I had this camper on was a 1977 Chevy K30 dually which (as I recall) weighed about 6500# (gasoline, single cab) and it was the minimum that I would put that camper on. The new 1 ton duallys are nice because they give a GVW around 13,000# on some of them. My last dually 4x4 was a 1994 Dodge Cummins diesel and I think it had a GVW of 11,000#.
It is just my opinion, and I think my SRW F-350 4x4 super cab, diesel, isn't enough truck for my camper.
The 13,000 GVWR is low for the latest models of duallys. My 2013 Ram has a GVWR of 14,000#, Ford also has a 14,000# GVWR. I'm not sure what the GM has.
