Thanks all for the great information. I found the root of my issue. When I did the bypass test, I didn't put the cutoff back on the power wire, closed the door and the power wire touched the metal and burned out my fuse. When I tested my fuses I didn't actually pull them out and of course the fuse was labeled wrong. Anyhow changed out the fuse and my panel started to work and my heater fired up. I'm good to go.
