My guess:
Coax in from outside. With loop back cable in place, it runs directly to the television for watching campground provided cable. Take the loop back cable out, you can connect your satellite receiver to the satellite antenna, then run your satellite receiver output coax back to the plate and run it to the television. One coax from outside does double duty as satellite input/cable input.
