It's a battery cut off. It won't do anything while you are plugged into shore power since the converter is making 12v. Unplug from shore power so that lights etc run on the battery and watch all go dark when you pull the switch.
Taking the battery offline also prevents it from being charged by the converter when you are plugged in to shore power. Never heard of a "power loop" LOL.
