Noticed warm water comes out of cold faucets. Why?

Noticed it last night in the shower and today the wife mentioned it after using the bathroom sink and kitchen sink. Hot water faucet delivers good hot water and I haven't messed with anything since we...

It could be that the ambient temps are so high that the water in the tanks
are quite warm. The last 3 trips I made, the temps were > 90F and I have not
switched on the water heater - the showers are not cold bit not hot either.
