Question about brake controller

I just checked my pins on my brake connector and was getting 12 volts all the time on trailer brake pin (with or without controller or brakes activated). I had a problem with my breakaway switch - could this be causing this problem? My TV is a 2001 F350 DRW.

Trailer is not connected at this time. Another part of my problem is when my trailer (2013 Heartland Prowler 31 P RET)is hooked up, my trailer brakes are inop with my controller not showing anything on the display. I probably burnt up the brakes, but hoping beyond hope I have only ruined the controller. One controller is cheaper than 4 brakes (and easier to change). My problem was caused by me doing something stupid. I'll just leave that part at that. :S

If the break away switch is engaged then there will be 12V on the brake line.
So were you getting 12V on two pins?

With the brake controller disconnected:
You should get 12V on 1 pin
Ground on 1 pin
12v Signal on one pin when the brake is depressed
Nothing on the wire going to the trailer brakes
