For $400 I wouldn't worry about it, especially if you like the trailer and the dealer.
A search turned up a few of those. The cheapest I could find was $18,000 with most at $19,xxx. List looks to be 27-28k so the price you are getting is already below the magic 30% off, closer to 35. Do it!
