I fixed the problem by adding a shut off value to the line. So I pulled the toilet (2 nuts), removed the hose on the back of it. Then I removed the Water Module/Water Valve (1 screw and pry up on one side). Added a 1/2" PVC Ball valve (threaded inside both ends) to the Water Module/Water Valve with a 1/2 pvc nipple to the other end. Put it back together and used the shut off knob to regulate the water until I got the right pressure that did the job. Flushes with enough power to do the job but not enough that it splashes water over the rim.
Total cost about $4.25.
1 - 1/2" pvc ball valve
1 - 1/2" pvc nipple
some Teflon tape (be sure to wrap the threads about 3 times each)
Total time about 45 minutes
