Did you look at this? Someone probably used a satellite receiver box and this setup allows you to use the wiring inside the TT.
I just saw this. I have a brand new tt so no one used a satellite receiver box but this is good information. I can only assume the jumper is there to allow the use of satellite in the future.

I should also add, in case it helps, my tt only has a hook up for cable. I do not have a hook up for satellite.

On mine it is the external cable input that comes to that dual coax plate, which is beside the living room TV. The jumper redirects the signal to the ant/cable select switch in the bedroom.
I do not have a separate external satellite coax input. So the dual coax wall plate provides the ability to remove the short jumper, run a coax from that plate to the sat receiver box, run another short coax from fhe receiver to the other wall plate coax which sends the TV signal to the bedroom TV. An HDMI cable connects the sat box to the living room TV.
