When we started I looked into this issue and found that the only real regulations I could find were provisions that require a "persistent personal presence" in the community. MY interpretation of the rule was as long as we continued to see our primary doctor, did banking (ie: safe deposit box) and basically visited once a year or so we would be fine. We lived in the same small town for all our lives until we started traveling. Currently my mother-in-law's address is our residence and have her forward our mail. Recently we purchased a lot in an RV community in a nearby town, and may eventually change our address, but the current situation is perfect for us. That being said your friend should find a community that is open to the full-time RV lifestyle and set up their "residence". Among our 4 fifth wheels through the years we've had 2 toy haulers and both were used to carry "stuff" other than toys. (I did briefly carry a golf cart). Our cargo usually consisted of the bulky camping things BBQ grill, folding tables, chairs etc. But since we went full time we also have to keep with us a variety of clothes (summer, winter) any holiday decorations, a couple of space heaters, a variety of tools and other odds and ends that life requires. The unique floor plan and garage area of our Montana 381th suits our needs perfectly. We were lucky enough to have a friend that fabricated a rear bumper hitch for us. The biggest concern on these rear bumpers isn't so much the static weight but the torsion effect of the weight on the bumper. If you do decide to add a hitch or carrier to the rear, ensure that the box bumper is reenforced to prevent twisting. We achieved this with a "T" shaped section of angle iron welded from the frame to the underside of the bumper. I would also recommend the double hitch setup also. We didn't use this and the lateral rocking was very noticeable especially on uneven roads.Re: So who will be first with an electric pickup. Recharging batteries as they follow behind a motorhome, no worries about trans fluid or transfer case disconnects. To me that's where EV's should be shining. With the popularity of golf carts especially in retirement communities, I see a vast niche that a pure EV could fill. I suppose I'll just wait for Tesla et al to call me so I can offer my services as consultant.
