That is what kicks the gear on the front of the starter into the flywheel to crank the engine. The resistor block on the firewall was back in the 60's I believe and was in place of the resistance wire all other manufacturers ran to the coil. It is there because after the motor starts, you don't want a full 12v to the coil. It will overheat and blow like a volcano. Ask me how I know this. LOL Resisters were still used in the 90s. My 92 Jeep has one.
