From reading what's posted, no where does it say the vehicle must be running and/or otherwise operative. So, you could own another vehicle that is "garaged" at a relative's house. Draining it one gallon at a time isn't either. I use the SpeedCo in Eloy and have been doing so for the past 15 years. They get you in and out without hassle.
