I would pull the spark plugs and fog the cylinders or at least spray some wd40 down the cylinders and replace the plugs.Let it sit for at least a week before trying to turn the flywheel with a flywheel turner. If it is not seized then you can try to get it to turn over with the starter. It will need a new battery and all fluids changed, but if you get it this far you have reason to be optimistic. Any decent mechanic and work on a 454 chevy from 88.
