Is it a suburban water heater? If so it sounds like a bad circuit board. We have had 3 replaced in our 2018 Cedar Creek. Suburban said they got a batch of bad boards.
Seems to be a common problem with this model of Honda generator. I'm having the same problem with mine. Sea foam has helped but not fixed entirely. Still surges at times when on ecco throttle.
