If it cranks and won't fire, I would suspect crank sensor, or cam sensor. A good scan tool will give you the answer

FL uses Neway in the rear, they do not have a propriety rear chassis! my Endeavor (2000), had that suspension and it was fine, there may be better, but only w/a tag JMO

You could go to Napa and buy a regular filter wrench, or I have used large pair of channel lock pliers from time to time. On my Endeavor w/that engine there was enough room for them. Good Luck!

Why not, that was when HR was building some of their finest coaches! Gas or diesel? I had a 01 Endeavor, traveled the country and now my neighbor is doin the same w/the ole girl!!! JMO
