On my 2005 W24 chassis the pump only runs when shifting from park to either reverse or forward, but not from neutral.My understanding of the system is the pump pressure is what releases the brake

Yes you can leave it plugged in. You can run just about anything except your air conditioner while plugged in to a 20 amp outlet (your trailer plug is a 30 amp)
