It's a setting that allows you to 'hold down the Ctrl key' just by tapping it. It's a keyboard setting under Accessibility. You can also turn it on by tapping the Shift key 5 times. You'll see this message. Do you want to turn on Sticky Keys? Sticky Keys lets you use the SHIFT, CTRL, ALT, or Windows Logo keys by pressing one key at a time. The keyboard shortcut to turn on Sticky Keys is to press the SHIFT key 5 times. Win10 comes with the app called Photos. Open the video clip there to edit it (it should be what happens by default if you double-click the video). Unfortunately, rotate is not an option for editing the video, BUT, if you click the Edit/Create button, then Create a video with text - you are now in something that looks a little like MovieMaker and there is a tool for rotate. I also use IE any time I have an issue with Chrome - everything has issues occasionally. I also use IE whenever I want to go to a website without being logged in to my google account. I think 8.1 is a wonderful upgrade to Windows 8. It adds just a couple of small things (X to close a window, Power button to shut down, boot directly to desktop) which take away most all of the frustration with the new interface.
