The problem with leashing the dog to something in the car is that in an accident, it is going to hang her. This is not a desirable thing.
If you go down to your local pet store, you should find a harness and seat belt attachment system that will both restrain her and keep her in her place, and protect her in case of an accident. This is a good thing for all dogs to wear while on the road, and especially for a young dog that is still in need of training. You can adjust the tether portion to reduce the amount of moving around she can do. It is how I got the infamous Anna from OK to CA, without her being killed by one of mine or by me for refusing to stop bouncing around. Though I did have to add a mesh muzzle, since she thought that the harness was a chew toy. Once she realized that she couldn't move around freely, and couldn't consume the harness, she went to sleep and was heard from only at stops. Seatbelts for dogs are a VERY good thing.
If your local pet store doesn't have what you need, you should be able to order something online that will suit.
