I've been following this thread but not posted. I must say that what you have done for this little guy is wonderful. I still find it hard to believe the number of people who think that dogs are "property" and to be treated as such. The fact that they do not provide proper health care and shelter is apalling.
Perhaps you might contact PETA (people for ethical treatment of animals) at PETA and see if they can do something. THey are a pretty radical group, but do get things done. Perhaps it might shake him up enough to get his act together. It would be a shame if this man treated his horses the way he treated that poor dog. It would also be a shame if he got another dog and did the same thing.
