Yes, it is just as simple at that. :)
Even the well posted "Fines are Doubled" in constructions zones are not enough to deter ignorant speeders. :S
It's not all that simple. There are places where they change the speed limit on blind corners or over a hill where you see the sign that went from 65 to 45 and when you see the sign it is too late. I have seen speed limit signs behind trees or bushes and you don't see them until it is too late
