The cheapest ferry is the Washington State run. That being said, for a one-day stay, I wouldn't take the RV
Go to Port Angles and stay in one of the nearby parks and day-trip via the fast foot ferry (not the Coho) to Victoria.
That being said, if this is going to be your only trip to the Island, one day is NOT enough. But then I've spent weeks there on personal time and months on company time.
