I'd suggest staying at a campground south of Vancouver and take the TSAWWASSEN - SWARTZ BAY ferry. Swartz Bay is still some distance from Victoria, so you either want to have the truck, or take a through bus. With a family I think the truck is worth the extra cost. You could drive to downtown Victoria, spend the morning there, then work you way back north to the terminal (via the Gardens). Gold Stream Prov Park is my favorite sight in the area, though there are several other good regional parks. I also like the Gulf Islands. Saltspring is close to Swartz Bay, and there is a ferry connection from there back to the mainland.
Some of my best vacations have been on Vancouver Island, but I've never tried just a day trip. 5-10 days is much better. The Island has both the seaside resorts like the Oregon coast, and parts that are wilder than the NW Washington coast.
