Conditions on I74 shouldn't be a matter of state finances. Most the funding for interstate maintenance comes from the Federal highway fund.

A search on construction on I74 in Illinois, turns up a long list, mostly bridge work and sections of pavement repair. To avoid disrupting traffic too much all states repair short sections at a time (5-10 miles), and often just one lane at a time. A complete rebuild requires shifting traffic over to the otherside.
Some pavement problems can be solved with grinding, patching and resurfacing. Others, such as the tilted slabs, require much more work. I've seen this kind of work on northern highways decades ago.
Many states, if not all, separate highway revenue and budget from the general budget. Highway work, especially if it requires Federal input, is planned several years ahead.
