There is an old grade alternative to the Lewiston US95 hill. The average grade may actually be less than the modern one, but the curves are tighter and more frequent. Old cars had poor power to weight ratios. Same goes for the White Bird grade further south on US95.
There is a summit on US12 east of Pomeroy, Alpowa Summit, with a WSDOT camera. But grade from there down to the Snake is mild. 12 in this area follows the return route of Lewis & Clark.
Lewiston is the lowest point in Idaho, with barge access to the ocean (via a series of locks on the Columbia and Snake). Any route in/out will have some sort of grade.
