Mexican bus will stop anywhere if there is a place to do this safely and more/less legally. This has been my experience.
Prices in colectivos are per passenger, based on maximum occupancy. Fewer people = higher cost per passenger, ex. full van, $20 per person, half-full - $35 per.
When OP said "I", it was one thing, a family of 3 is another thing, different math, different level of hassle. With 3 people I would first look for a colectivo, or even a private taxi.
Yes, it's easy to see the colectivos when you exit the airport. They are vans, and there are already people sitting or loading in. If you don't see, ask any attendant for "colectivo".
No, Mexicans are not all speaking English, though taxi and colectivo usually know few dozen words. Younger people speak more. Bus drivers speak less, you need to know what you are doing.
Yes, rip-off is common in tourist zones like Cabo. They can ask US$20 for 3km ride, and you can smile politely and offer cien pesos = $5. Or ciento cinquento = $7.50. Popular places like airport and major hotels have a sort of taxi mafia, set prices, but when you say No, gracias, and walk along the line, a desperate guy in the end of the line offers a ride for half the price.
