Some things I've run across, none lay claim to anything other than current information. In a recent conference on refining, Arturo Betatti from Topsoe in Houston gave a talk on the diesel UBA refineries in process in Salamanca and Tula. I may look him up and send him a mail to see if he has more infor.
I have an old list of stations that sell diesel UBA but I lost my contact in Pemex to get it renewed. I guess I could pursue that again. It is just a matter of calling and following up. It was a pretty extensive list although some here said it couldn't have been true. That was five years ago, now it common knowledge that Pemex distributes ULSD along the border states including here in Monterrey.

Presidente Peña Nieto said that his goal is to have ULSD in all of Mexico by 2016 and that it is now being used along the border.(June 2013)
Contempla uso de Diesel UBA
In the quote below: some of this UBA diesel is being produced in the Coatzacoalcos and Minatitlan refineries, the border states are distributing imported diesel, but once some other refineries are refitted, they will start the process. (Dec 2012)
