Here are the Google Translate versions of the two articles Chris provided links to above. My Spanish is not great but I do feel in cases like this it is better to do the straight Google Translate version so any mistakes can be attributed to the computer and not to human interference. I am not sure this clarifies exactly where ULSD might be available in Mexico but at least sources for the information were provided. Note the dates...........
Contemplate using Diesel UBA

One of the strategic priorities and lines of action of the newly introduced National Climate Change Strategy will encourage the use of technologies and fuels that reduce black carbon emissions, such as particulate filters and Ultra Low Sulfur Diesel (UBA), internal combustion engines to diesel.
During the presentation, the president of Mexico, Enrique Peña Nieto, said that the strategy is to address climate change and includes 8 MLAs. The fourth of them explains that energy will accelerate the transition to clean energy sources and the fifth is to reduce energy intensity through efficiency and rationality schemes, among others.
Also, Peña Nieto announced three major steps: will post the Official Mexican Standard 163, to reduce carbon dioxide emissions in new cars, as well as to increase the performance of your fuel, will create the Environmental Quality Commission on Metropolitan Areas the center of the country, to abate air pollution and improve air quality in the most populated region of Mexico and the Nevado de Toluca National Park will become a Protected Area for Flora and Fauna, to benefit the quality of life of 23 million people.
The Pemex Diesel UBA sulfur 15 ppm compared with 500 ppm before started shipping in January 2007 in the northern border, but nationwide distribution presented a delay. It is contemplated from 2016 when can be purchased nationwide.
In Mexico the shipping companies are prepared and have the technology available (EPA 07/EPA 10 or Euro V / Euro VI) for a couple of years to adopt stricter emission standards than the current EPA 04 and Euro IV for the transport sector .

It's a little sad for me to see that Mexico this so late in the Diesel technology. Economically much smaller countries such as Chile and Colombia have fuel and ALL its territory with less than 50 parts per million of sulfur.
Apart have a clear path to reach 15ppm.
saddest thing is that in Mexico the government is the owner of the refineries. What the government really cares so little clean up the environment.
This should be the focus of concentration to clean the environment.
If you add the bad fuel emissions across the public transport more trucks in existence are producing tons the NOx and CO2.
With all due respect to the President but you have to put him to speed this business to turn down even at 50 ppm. Already with 50 ppm could force all trucks comply with the EPA 2010 standard is much more stringent than the current EPA2004.

MEXICO REACHES THE UBA DIESEL.
WRITTEN BY TERE GONZALEZ ON DECEMBER 9, 2012.
Comes Ultra Low Sulfur Diesel, the UBA to Mexico and a matter of months to start PEMEX distribute nationally which will allow units circulating in the country cleaner and more detailed performance National President Roberto Diaz CANACAR .
"... Hoping that the ultra low sulfur diesel will soon be a reality in our country, and in Coatzacoalcos Minatitlan refinery already produces some of the diesel, the border states are filling with imported diesel, but it is estimated that After converting some of the refineries, which is already beginning to that process, we neesario torque diesel vehicles 4 or EPA EPA 10 or EURO 4 or EURO 10 can operate in Mexico, are less polluting and give more performance ... "
The leader of the carriers said that to achieve the modernization of freight priority in Mexico is the participation of all sectors and support for owners of businesses may be making the purchase of new diesel units using the UBA.
"... Are several outbuildings, enters the Secretary of Energy, the Ministry of Finance comes, comes SCT, is a group of people or institutions to be put to work together to find a scheme, you must have and I want to say Aguascalientes is one of the few institutions where less transport companies have closed ... "
Finally CANACAR president explained that UBA diesel has only 15 parts per million of diesel, while currently being sold is 500 parts per million, so it can be put into circulation in Mexico new tractors, which are the type of units used in countries with harsher anti pollution measures
"... To look modernizing the equipment because that leads to more efficiency and more security ..."
