If Petroleos Mexicanos holds to their statement, there isn't going to be UBA diesel signs for many years to come. I've read pure B.S. stories about UBA diesel being seen on the northern outskirts of México, other reports of UBA being encountered along the border with Guatemala. Baja California has UBA diesel for one reason and one reason ONLY. The EPA positively demands cross border Mexican trucks to use UBA. No UBA no crossee. I learned this while contracting to DURAN trucking INC, S.A. de C.V. So for a varying distance south of the border UBA can be found. But exactly WHERE that line is other than in Baja California, is highly questionable. In Sonora to Tamaulipas I would not trust someone's OPINION of where that line is.
In Baja California, the demand for gasoline far outgrew the means of transportation logistics. Not Baja California SUR! That is another state. Pemex became INCAPABLE of supplying gasoline and diesel to Baja California in the early to mid nineties. There is NO PIPELINE connecting Guaymas to El Sauzal or even Tijuana. The refinery in Salina Cruz does not have the capacity to produce enough gasoline and diesel to ship it by sea to El Sauzal. That refinery is hard pressed to produce enough gasoline and diesel as it is for southern Mexico. Pemex is constructing facilities there to produce UBA premium gasoline WHICH IS AT THE MOMENT BEING PIPED ALL THE WAY FROM THE USA.
So PEMEX decided to use USA gasolines, and USA and Japanese refined diesel for UBA within the entire state of Baja California. The entire state. Look at a map. If the gasolinera is located in the state of Baja California, it has Deer Park Texas origin gasolines, and Deer Park Texas or Japanese refined diesel. UBA diesel. I've seen the test results of the Japanese diesel and it is essentially sulfur free at 3-5 PPM.
Baja California SUR Magna gasoline and Diesel are products of Mexico. Once a person ventures south of the 28 paralelo, only refined in the USA Premium red pump gasoline can be found. Diesel and Magna are Mexican made. PEMEX operates two large tank farms. A big one in Pichilingue BCS near La Paz and a giant one in Topolobampo Sinaloa where SHIPS TANKERS carry fuels to Guaymas, to the tank farm there. From Topolobampo to La Paz, PEMEX hires an independent contractor barge operator to transport fuels to Pichilingue. To be clear about it, these fuels (but NOT Premium!) service all of the state of Baja California SUR.
The tankers you see anchored off of Rosarito, Baja California, are bringing # 6 fuel oil for the boilers of CFE for the Rosarito electrical generating plant. The offshore terminal also accepts UBA diesel from Japan.
I may not live long enough to see USA border zone gasolineras with diesel signs saying UBA. Don't hold your breath. Mexico City is MANDATED BY LAW to have the next available UBA available. So the refinacion in Queretaro is slated to get the next sulfur extraction plant. I have no idea whether work has started on this improvement. If I had to guess, I would say that it has.
Mexico, PEMEX does not give a good goddamn about keeping sulfur in diesel for "older trucks" Moisheh. All the big city administrations are calling for UBA diesel and both grades of gasoline to be UBA. At 12.50 liter (approx), the majority of the public will not buy PREMIUM, and there is not enough premium UBA to go around to supply the demand.
A GIGANTIC BENCHMARK will be the announcement that UBA diesel is mandatory in Mexico City. Regular diesel will become unlawful to sell. The PEMEX Shell Oil Co, joint venture refinery in Deer Park Texas CAN NOT SUPPLY enough UBA diesel for Mexico City. This is why PEMEX has to occasionally purchase UBA diesel for Baja California from Japan.
Getting gasoline and diesel shipped from Juarez to Baja California is stupidly expensive. Pemex found it to be far cheaper and more reliable to use USA or Japanese products.
But get it straight, the gasolinera in Villa Jesus Maria, Baja California sells only one grade of diesel - UBA, or if you wish ULSD. This is a 196 mile extension south of GUARANTEED TO BE UBA diesel fuel.
