B C has some beautiful provincial parks, but they are generally expensive by U.S. state park standards. $25-$30/night without hookups, and often without dumps, is common (of course, that is in Canadian dollars so is ~25% cheaper for us). Maybe your friend in Oliver has space in his vineyard for you to dry camp for a few days while you explore the Okanagan.
One great place for paddleboarding might be the southern end of Skaha Lake at Christie Memorial Provincial Park in Okanagan Falls. It is a small scenic, tree-shaded park with a beach within walking distance of shops and restaurants.
