Best route from Cheyenne WY to Coulter Bay (Grand Teton) WY

ditto to all three routes being good. On 191, there is a gov. campground with water and dump station that sits on the Green River, about 20 miles NW of Pinedale, WY. It makes a good overnight stop and will put you into Coulter Bay around midday.
On 287/26, you cross a pass, not bad, which gives you a really great view first view of the Tetons and Coulter Bay is just up the road (89)
