Wow. The day before thanksgiving - probably the second worst travel day in the DC area. The first is the Sunday after thanksgiving. More than 50% of the people living in the DC metro area aren't actually from the DC metro area. And they all go home for thanksgiving.
Since you are traveling Wednesday, avoid 95S through northern VA at all costs. 301 through Waldorf will be better, though not by much if you are there after 2PM. As I stated before, the CBBT is way out of the way for Williamsburg and you will get caught in all the traffic leaving Norfolk for the holidays. Your best bet, traffic-wise, is 301S to 17S. You will hit lights but it is a much saner, more relaxed drive than 95. Bet of luck and enjoy the holidays!
