I believe that you have it backwards. The truck side in AZ is higher because the price includes the additional tax. If you fuel at a truck stop like FlyingJ in AZ, you will find that the pump price on the auto (RV) side is lower than posted on their big sign.
What is "illegal" per signs posted on the pump, is fueling a "commercial vehicle over 26K) on the auto side.
