It sounds like someone doesn’t understand the basics of contract law.

I have to assume by that you have read all the contracts and are aware of all the contents and legal ramifications? - MM49Explorer

I was on the board of directors of an HOA for well over 20 years so I have some background. We could put a lien on a property for not paying and get paid if and when the property was sold. What seems strange is they can take the property without official notification and other legal action. I am sure there is more to the story. Owners need to read the fine print.

Weird things happening in the US too. Here's a story about homeowner's associations taking people's houses and selling them because of unpaid dues . . . http://news.msn.com/in-depth/dollar288-in-unpaid-fees-homeowner-association-took-her-home . . . How they can do this I do not know. You think there would be a law. But apparently this has happened in several states.

Its not weird at all.
When you buy a home in an HOA you are given documentation and a guideline of all the rules before you close on the buying of the house. You then sign a paper stating that you read the rules and agree to them. They disclose what the HOA fee is and WHAT HAPPENS IF YOU DONT PAY. I'm not yelling at you, just emphasizing. Its no different than not paying your car payment or boat payment or RV payment or property taxes. They will repo the item. You have to pay the HOA fee.
She benefited all along because the HOA did what it set out to do, it maintained the neighbor hoods condition according to the rules imitated between the state and the HOA when established. The HOA isn't just a bunch of neighbors getting together over coffee, its legal. I'm sure it would seem just as shocking as you reading about me or anyone else not paying the payment on my truck and you seeing me in the news having had lost my truck to the repo man/auction for $482.91 You would say what the heack is wrong with that guy? Why would he quit paying. Just an example but its no different. You could lose your house for back taxes. Same deal. It is what it is. - MM49ExplorerI travel Mexico from one end to the other. I can tell you that there are several different processes to enter and bring goods into Mexico. The differences between the border areas and the interior states couldn't more different.
MM49 - navegatorExplorerI do not confuse the personal inmigration permit valid for 180 days and the temporary importation permit for the vehicle that also has 180 days with the temporary importation permit for the motor home that has a 10 year validity, statrting the day we crossed.
I only refer to the vehicles that are not motor homes, I have never left my motor home in Mexico without me, so I do not know if that also applies.
For pasenger cars and such, that have the 180 day TIP you need to surrender them to Aduana while you are out of Mexico and recliaim them when you return.
In any case with the implementation of computers it will be more difficult to hide from the authorities.
navegator - briansueExplorerAn attempt to address the question of whether they keep track of whether you turn in your FMM (off topic but maybe not totally). Couple years ago we crossed at Laredo/Columbia and when we turned in the TIP for the car we asked the guy about the FMM and he indicated that it was not necessary as when we turn in the TIP the FMM people (different place) know we have left (I think we were lost in translation) SO - WRONG. Next time we entered Mexico they knew right away we had not turned in our last FMM. To be clear - we got the FMM at one crossing and left by another crossing and then went to re-enter through still another crossing. Apparently they are all linked. So the guy told us the fine was $5US per day for every day we went over the 180 day limit - but he did not fine us - we don't know if he was kidding. So they do not just throw them away as they do know when you enter and when you leave - or if you leave - or if you turn in your paperwork. Whether they can connect the FMM to the TIP I do not know. Just from personal experience.
