Totally different. HOA's are run by Nazi's! But if you want examples of how Governments seize vehicles about 15 years ago an Ontario couple returned from a winter in Florida. Retirees. They got to the border and drugs were found under the unit. Apparently a nephew arranged for the transportation of the drugs. I don't remember the whole story but it was us customs that stopped them The MH was seized and the owners could not get it back. Went to auction.

There are also hundreds of thousands of Mexicans with illegal cars. Called Chocolates! In some cities there are lots with these cars for sale! The truth is that Mexico cannot control the borders even with holograms and bonds.

Given the stiffness of the rules per over-the-road vehicles I've read about here, it's hard to believe that there could be many "unregistered" RV's owned by NA expats in Mexico.....
