Canadians will be disappointed even when the US border opens. Cross border shopping would be a hassle. You would be able to enter the US with a rapid test
But you cannot return to Canada without the full meal deal. The only concession is a post entry test will be applied randomly. I think the whole border changes are a Liberal mess that was done without thinking.
