The RCMP Form 5589 applies only to guns that are otherwise not restricted nor prohibited.
Handguns are prohibited. Don't even think about trying to take a handgun into Canada. You will be arrested and your vehicle confiscated. The Canadians are very friendly and hospitable but I doubt you want to enjoy several years free room and board in Canada!
Finally someone got it right! Years ago, handguns with a barrel length greater than 4 inches could be transported through Canada; now No handguns can be taken into Canada.
