I don't know about Canada, but the US is very easy. The dog needs to have the vet booklet (it's a Mexican thing) that shows that he has had a rabies shot within the last year. That's it.
At the border with the US, he may be asked for the proof of rabies, but very likely won't be.
I always kept the rabies paperwork sitting on the console under my passport so that IF I was asked for it, it was handy.
