Magbrin, I really can't say whether parking at truck stops in Canada is safe -- I don't know. But I can say, after several trips to Canada (BC and Alberta), that we were struck by how polite and pleasant everyone was. Yes, there are lots of rules at the campgrounds -- things are not as free and easy as they are in the US. But the people were just amazing. We felt safer than we do in most parts of the US. (I am sure that Canada has crime, and I know that our positive anecdotal impressions are not the same thing as hard empirical evidence.)
