The two major toll roads here in Colorado, E-470 around the east/southeast side of the Denver Metro area, and the Northwest Parkway from I-25 to US 36 in Broomfield, both use license plate readers for tolls. One can still see remnants of the old toll booths that they used to have on E-470, but those were abandoned several years ago in place of the license plate readers. One gets a mailed toll bill, and it can be conveniently paid on line as well.
Anecdotally, I've read of many other states going to this method. Not having recently driven out of state on any toll roads, I can't comment specifically on any particular state.
