Tolls are lot older than gas taxes. Charon charged a toll to ferry souls across the river to the world of the dead (in Greek mythology).

Most toll roads were built by agencies that were authorized to sell bonds to finance the construction. Tolls go to paying off those bonds, as well as maintenance.
I don't know about the HOV lanes in So Cal.
There's nothing new about toll roads. In early California, many wagon roads across the Sierras collected tolls
